A year into her new role at the Paoli clinic of Southern Indiana Community Health Care (SICHC), Kara Beth Thompson, M.D., MEHP addresses a broad spectrum in rural healthcare in addition to her role as a family physician. “SICHC provides a critical role in meeting many medical challenges unique to rural areas,” explained Dr. Thompson. “A pregnant woman in a rural area can face significant travel and other issues from prenatal to delivery, which can create a high-risk situation.”

When she is not in Paoli, seeing SICHC patients and being on call, she devotes considerable amounts of time in teaching at conferences and advancing global medical education and maternal health, having spent more than a decade building postgraduate training programs in sub-Saharan Africa. Her international work earned her the Global Achievement Award from Johns Hopkins University Alumni Association in Baltimore, where she previously completed a Master of Education in the Health Professions (MEHP) degree. The Global Achievement Award will be formally presented this October, which she regards as “very humbling.”

Dr. Thompson notes that she “is privileged to be involved in a special time of a woman’s life” in providing prenatal, delivery and post-delivery, and newborn services in southern Indiana.  She enjoys being able to care for obstetric patients at the IU Health Paoli Hospital, including delivering babies by C-section and addressing issues such as potential breech births. “One of my favorite procedures is externally turning a baby in the womb to avoid a breech birth and possible surgery,” she said.

“SICHC brings a lot of resources to southern Indiana and what it is doing is essential,” she emphasized. Previously Dr. Thompson served in a similar role at the now-closed Ascension Dunn Hospital in Bedford. “That situation created a maternal desert in Lawrence County with limited services, and SICHC has been resourceful and creative in addressing the issue for surrounding counties,” she said.

After completing her undergraduate degree at Transylvania University in Lexington, KY, Dr. Thompson earned her M.D. from the University of Louisville. She completed her residency at Florida Hospital (now AdventHealth) in Orlando, Florida, followed by an obstetric fellowship.

Dr. Thompson cited a friendship with Yolanda Yoder, M.D. as a key reason she began working at SICHC in 2025. Dr. Yoder, who serves as SICHC Medical Director, had first reached out to Dr. Thompson following the closure of Dunn Hospital, and maintained contact with her.

“It’s no easy task to recruit medical professionals for rural areas,” she said. “You have to have a heart for the work, and it’s a huge blessing to be able to be part of what SICHC is doing for the region.”

PAOLI, Ind. – Southern Indiana Community Health Care (SICHC) will launch “Stronger Every Day,” a free, 12-week community exercise and wellness program designed to help residents achieve their healthy-living goals in 2026 in mid-January, with registration open immediately. Running formally from January 17 through April 11, the program welcomes participants of all ability levels and provides the motivation, community, and resources needed to build lasting, meaningful change.

“This isn’t about New Year’s resolutions that fade by February,” said program organizer Shannon Cangey at SICHC. “The free Stronger Every Day program creates a supportive environment where real people—our neighbors—can pursue their best selves together.”

MITCHELL, Indiana – Fifty years ago five young medical professionals decided to forego financial opportunities and instead move to Orange County to set up a rural health clinic. The clinic, later to be known as Southern Indiana Community Health Care (SICHC),  would be grounded in community service, reflecting the personal faith of the founders Dr. Terry L. Nofziger, Dr. Luke B. Mosemann, Dr. Richard D. Graber, Dr. Wallace Shellenberger and Evelyn Shellenberger, NP.

Fifty years later, Gov. Mike Braun formally proclaimed Nov. 14 as “Community Health Care Day” to honor how the original Paoli clinic had expanded to serve thousands of patients in five counties in Southern Indiana, expanding well beyond its original Orange County roots to serve patients in Crawford and Lawrence counties as a certified Federally Qualified Health Center (FQHC). More than 150 people from the region, including Orange County Councilman Marshall Noble, attended the event at the Spring Mill State Park Inn.

During the three-hour dinner and celebration, three of the founders, former Lt. Gov Sue Ellsperman, numerous department and service heads, and current leaders, alternatively related powerful stories and anecdotes of service. Many of the accounts reflected the challenges of delivering high quality healthcare in rural areas. In accepting recognition for his later father, a physician son of one the founders, Dr. Matt Nofziger, described the special spirit of unique medical service that was embodied on all of the presentations by SICHC professionals.

Dr. Ellspermann, who recently retired as President of Ivy Tech in Indiana, commented: “I am so glad to have gotten to share in the event and learn the amazing impact and beautiful stewardship of SICHC’s team across 50 years.  Everyone who works is blessed to work with such an amazing team and there is no way to describe the founders other than truly being the hands and feet of Christ.  It was a gift to my soul to participate in the evening.”

Before presentations by current SICHC leaders, including CEO Nancy Radcliff and Medical Director Dr. Yolanda Yoder, Dr. Brandy Terrill relayed the broad impact of SICHC. To underscore this fact, she read from Gov. Braun’s proclamation, which formally recognized how the work of SICHC “reflects the ‘Power of Community Health Care,’ showing how local vision, collaboration, and compassion can transform health outcomes and restore hope in rural and underserved regions.”

SICHC Board chair Carla McSpadden presented each of the founders (or representatives) with formal recognition and thanks, and CEO Nancy Radcliff concluded the evening with stories of service across the decades. The three original providers finished the evening by delivering a personal blessing for continued outstanding and compassionate service.

The Wellness Council of Indiana has officially redesignated Orange County as an Indiana Healthy Community for another two-year period. Indiana Healthy Communities (IHC) is the Wellness Council’s evidence-based collaboration process designed to help communities focus on implementing and sustaining a culture of well-being to spur economic vitality. This recognition highlights the county’s continued commitment to improving the health, well-being, and quality of life for its residents.

Orange County was recognized for this achievement at the Indiana Wellness Summit on September 11, 2025, at the Embassy Suites in Noblesville. Shannon Cangey, Director of Grants & Special Projects for Southern Indiana Community Health Care, represented Orange County to accept the redesignation.

“This redesignation is a reflection of the hard work of many community partners and organizations that are dedicated to strengthening Orange County as a place where residents can thrive personally and professionally,” said Skylar Whiteman, Executive Director of the Orange County Economic Development Partnership. “From expanding access to childcare and transportation to encouraging businesses to become AchieveWELL certified, Orange County continues to take measurable steps toward building a stronger, healthier future.”

The redesignation follows the implementation of the Orange County Healthy Community Action Plan, which focuses on initiatives such as:

• Encouraging more businesses to participate in the AchieveWELL program, with a goal of tripling the number of certified workplaces in Orange County.

• Expanding access to public transportation by increasing community outreach and ridership on Orange County Transit and Safe Haven routes.

• Supporting families by working with the Orange County Early Learning Coalition to increase available childcare seats by 10% across the county.

These efforts are driven by a coalition of partners including the Orange County Economic Development Partnership, Orange County Community Foundation, Safe Haven Recovery Engagement Center, Southern Indiana Community Health Care, Lost River Co-op & Café, Springs Valley Bank & Trust, Orange County Purdue Extension, Thrive Orange County, and the Orange County Health Department.

PAOLI, Indiana – Nancy Radcliff, CEO of Southern Indiana Community Health Care, was nationally recognized together with Ann Lundy, CEO of Indiana Health Centers and Larry Bailey, COO of IU Health Bedford Hospital, as a Community Star of rural health care for Indiana. The honor was conferred by the National Organization of State Offices of Rural Health (NOSORH) and will be formally made on National Rural Health Day Nov. 21.

When Ascension Health closed its hospital in Bedford in 2022, Ms. Radcliff worked directly with Larry Bailey, COO of IU Health Bedford and Ann Lundy, CEO of Indiana Health Centers (IHC) to fill the healthcare gap left by the closure. Several other area healthcare and elected officials supported the effort. In later media coverage, SICHC was recognized for its work in providing critical obstetrics and well-baby healthcare services for the greater Lawrence County region.

The three executives came together earlier in 2024 on March 12 to celebrate critical healthcare access and continuity of care following the closure of the Ascension St. Vincent Dunn Hospital. The Silver award recognizes practices that have demonstrated a commitment to improving blood pressure control through measurement accuracy. “Donna Charles, a Chronic Care Nurse Manager with SICHC, and her team have done an excellent job in helping SICHC patients appropriately address and manage SICHC hypertension patients,” said Yolanda Yoder, M.D., Chief Medical Officer of SICHC.  “This national award is a direct result of their important work for our patients and their families in Southern Indiana.”

High blood pressure, or hypertension, is a leading risk factor for heart attacks, strokes and preventable death in the U.S. According to the American Heart Association, there are 122.4 million U.S. adults living with hypertension. This is nearly half of all adults in the country. Unfortunately, just a quarter of them have their BP under control, making both diagnosis and effective management critical. In the U.S., heart disease and stroke are the No. 1 and No. 5 causes of death, respectively, and stroke is a leading cause of disability.

“Addressing blood pressure management is key for better cardiovascular health – and critical today, when heart disease and stroke continue to be leading causes of death for adults in the U.S.,” Dr. Yoder said. “High blood pressure is a leading risk factor of heart disease and stroke that can often be prevented or managed if diagnosed and treated properly.”

SICHC staff followed the 5 pillars of 30 Evidence Based activities set by Target BP initiative. Of those:

• Calibrate and validate b/p devices and have gone through training of “How to properly take a patient’s b/p”
• Adopt a protocol for repeat b/p measurements when readings are out of range
• Act rapidly to incoming abnormal b/p patient readings
• Partner with our patients on adopting a modifiable lifestyle change, while providing education on nutrition, physical activity & weight
• And ultimately gather data that can turn into actions of improvement and sustainability.

Target: BP is a national initiative formed by the American Heart Association and American Medical Association in response to the high prevalence of uncontrolled blood pressure. The initiative aims to help health care organizations and care teams, at no cost, improve blood pressure control rates through an evidence-based quality improvement program and recognizes organizations, like Southern Indiana Community Health Care, which are committed to improving blood pressure control.

Teenage vaping – using electronic devices that heat a liquid to produce a lung-filling aerosol or vapor – continues to be a serious challenge in area schools, especially when the vapor contains high levels of addictive nicotine or other substances. But according to Brandy Terrell, DSW, LCSW, Orange County public schools are rising to fashion new solutions in concert with health and behavioral professionals.

“There exist recognized detrimental medical aspects of vaping on a developing brain which may impact functioning and long-term health,” said Dr. Terrell. “There can be harmful exposure to excessive nicotine, heavy metals, and other medically damaging elements.” According to the CDC, millions of American teenagers indulge in harmful vaping each month.

“The majority of schools have zero tolerance policies when it comes to vaping on school grounds,” she continued. “Students violating that policy typically were suspended and received either an in-school or out-of-school suspension.”

When kids are suspended and sent home, a new set of issues can be inadvertently created. A suspended teenager can potentially continue to vape unsupervised at home while falling behind in coursework. “That scenario serves no one, least of all the student and the student’s family,” said Dr. Terrell.

In a collaborative effort “where entire county school systems are in agreement,” a new initiative to educate teenagers and parents about the dangers of vaping and how to quit is underway, she related. The initiative is anchored in the SICHC clinic and includes collaboration with IU Health Bloomington School Health Liaison Program and the Orange County Tobacco Prevention and Cessation Program.

New formal school policies that result in an education-focused in-school suspension for vaping are in process. “Every school has a little different take on how this will be administered, but they chart out a new path,” Dr. Terrell explained. In the future (pending final school policy review), children found vaping on school grounds will have many more disciplinary options that incorporate full scope education and the need to set school boundaries. This may include an in-school suspension that includes focused education about the dangers of vaping.

Repeat offenders may be subjected to a medical evaluation to screen for underlying issues potentially related to vaping, including substance use disorder. This potential option works to see the vaping issue from a holistic lens.

New solutions will complement disciplinary policies and actions but will now include elements of prevention.

Orange County superintendents and principals all agreed that the prior vaping policies needed to be reviewed and updated to include an education element. “In my experience it’s unique that an entire countywide school system can recognize this important issue and take positive action,” Dr. Terrell concluded.

BEDFORD – Celebrating critical healthcare access and continuity of care in the Bedford region, executives and community officials from Southern Indiana Community Health Care (SICHC), IU Health Bedford, Indiana Health Centers (IHC), the city of Bedford, and others gathered at the new SICHC facility here March 12. “With our expansion to larger facilities from our first Bedford clinic, we are grateful to be joined by our friends and fellow collaborators to celebrate our mutual efforts to preserve continuity of care in Bedford,” said Nancy Radcliff, SICHC CEO.

Beginning in 2022, SICHC, IU Health Bedford, and IHC all tirelessly worked together to help fill the healthcare accessibility gap left by the closure of the Ascension St. Vincent Dunn Hospital. The former Ascension Bedford hospital closed all practices, including obstetrics, potentially leaving Lawrence County residents without some key healthcare services. In addition to quality of life issues, the hospital closure threatened to impact both economic and workforce development in the region with the potential loss of OB and accessible primary care services. That scenario was averted, according to Radcliff.

SICHC first expanded its obstetrics and family care services into Lawrence County clinics in Bedford and Mitchell in late 2022. Moving from its former Bedford Ascension facility, SICHC moved into its new 7,820 sq. ft. Bedford facility at Lincoln Plaza earlier this year.

SICHC is helping to sustain the availability of obstetrics, prenatal and well mother healthcare services following the Dunn closure. In addition to offering a broad spectrum of OB and pregnancy services, SICHC physicians provide delivery services at the IU Health facilities in nearby Paoli, and also partner with deliveries at the IU Health Bloomington hospital and Schneck Medical Center in Seymour.

“It was a disruptive time, but the community is grateful for the collaborative efforts of Southern Indiana Community Health Care, IU Health, and Indiana Health Centers to preserve accessible healthcare in Bedford,” said Mayor Sam Craig at the ribbon cutting for SICHC’s expanded facility at Lincoln Plaza.

“The alternative could have been a challenging one for our community, as the availability of quality healthcare represents a critical service to the community that attracts and helps retain critical workforce,” said Shance Sizemore, CEO of the Lawrence County Growth Council. “We at the Bedford Chamber and the Growth Council applaud the three healthcare groups for stepping up and working together to sustain healthcare services.”

“It was an exciting but challenging time,” recalled Radcliff. “Our staff at SICHC worked tirelessly to confidentially process the records and patient needs of some 4,000 patients in Lawrence County in a very short period of time.”

“We counted it a privilege to have this new opportunity to bring our established OB and primary care services to Lawrence County, and we appreciated the collaboration IU Health, IHC, and others demonstrated in working together to address this critical need,” said Yolanda Yoder, M.D., medical director of Southern Indiana Community Health Care. “We are grateful that Lawrence County residents today have viable options to continue local health care services.”

With ten health centers across Indiana, “IHC was founded specifically to provide high quality, affordable, patient-centered health care to underserved areas of Indiana,” said IHC President and CEO Ann Lundy. The Indiana Lawrence County Women Infant Child (WIC) program was transferred from Ascension St. Vincent to IHC and the IHC Bedford clinic was recently refurbished to expand integrated primary care services.

“The closing of Dunn Hospital brought a big change in the healthcare landscape for Lawrence County, but we have collaboratively sustained a great support system to care for our neighbors, friends, family, and community,” said Larry Bailey, IU Health Bedford Hospital President.

The SICHC CEO noted that Bedford providers were able to retain the services of a number of former Ascension healthcare professionals, thus helping maintain a high quality of continuity of care. About the same time SICHC opened its first clinic in Bedford, the nearly 50-year-old medical group also expanded into Mitchell in Lawrence County.

“We were grateful to bring Dr. Carrie Browne and nurse practitioners Amanda Bowman, Lori Day, Kristi Nissley, and Tricia Spoonmore from Ascension to join SICHC in Bedford and Mitchell,” said Radcliff. “We have since been able to bring on additional professionals in Bedford and the region, including Dr. Nancy Sterling.”

SICHC today operates clinics in Crawford, Lawrence, Orange and Washington counties, with physicians, family nurse practitioners, behavioral health counselors, and other professionals working out of seven offices across the region.

Founded nearly 50 years ago, SICHC serves as a “safety net” provider for vulnerable populations in the southern Indiana region it serves. SICHC received Federally Qualified Health Center (FQHC) status in 2017, and today focuses on increasing access to primary care services for Medicaid and Medicare patients in rural communities.
